Academic Scientific Research Computer Network of Armenia (ASNET-AM)

Acceptable Use Policy (AUP)

(ver. 2014-03-01)

1. Preamble

ASNET-AM aims to create, promote, offer, participate in and preserve the
requisite bases for effective use of modern computerized telecommunication
technologies in the science, research, education and culture in Armenia.
The present document presents rules for the acceptable use of ASNET-AM network.

2. Acceptable Use

2.1 A User Organization may use ASNET-AM services for the purposes of
information exchange and scientific research with other User Organizations,
and with organizations interconnected to networks, which are made accessible
based on agreements signed by ASNET-AM.


3. Unacceptable Use

3.1 The ASNET-AM  may not be used for any of the following:

3.1.1 The creation or transmission (other than for properly supervised and
lawful research purposes) of any offensive or pornographic images, data or
other material, or any information, images, data or other material, which
are inadmissible according to the Armenian legislation and conforming to the
definition of cyber-crime.

3.1.2 The creation or transmission of material which is designed or likely
to cause annoyance, inconvenience or needless anxiety for the users.

3.1.3 The creation or transmission of material containing information, which
could be classified as offensive or defamatory.

3.1.4 The transmission of materials that infringes the Copyright Law.

3.1.5 The transmission of unsolicited commercial or advertising materials

either to other User Organizations, or to organizations connected to other
networks.

3.1.6 Deliberate unauthorized access to facilities or services accessible
via the ASNET-AM.

3.1.7. Deliberate activities with any of the following characteristics:

3.1.7.1 Wasting of staff effort or networking resources, including
processing time on end systems accessible via the ASNET-AM and the effort of
staff involved in the support of those systems.

3.1.7.2 Corrupting or destroying other users data.

3.1.7.3 Violating the privacy of other users.

3.1.7.4 Disrupting the work of other users.

3.1.7.5 Using the ASNET-AM in a way that denies service to other users (for
example, deliberate or reckless overloading of access links or of switching
equipment).

3.1.7.6 Continuing to use an item of networking software or hardware after
ASNET-AMs system administrators have requested that use to be ceased because
it was causing disruption to the correct functioning of the ASNET-AM.

3.1.7.7 Other misuse of ASNET-AM or networked resources, such as the
introduction of viruses.

3.2 Whenever the ASNET-AM is being used to access another network, any abuse
of the acceptable use policy of that network will be considered as
unacceptable use of the ASNET-AM.


4. Compliance

4.1 It is the responsibility of the User Organization to take all reasonable
steps to ensure compliance with the conditions set out in this Policy
document, and to ensure that unacceptable use of the ASNET-AM does not
occur. The discharge of this responsibility must include informing those at
the Organization with access to the ASNET-AM of their obligations in this
respect.

4.2. Where necessary, service may be withdrawn from the User Organization.
This may take one of the following two forms:

4.2.1 Infinite withdrawal of service, should the violation of these
conditions persist after appropriate warnings have been given by ASNET-AM
Administration. The renewal of services would be made only when ASNET-AM
Administration receives proofs that the appropriate steps had been taken by
the User Organization to ensure acceptable behavior in future.

4.2.2 Suspension of service, should a violation of these conditions causes
serious degradation of the service to other users of the ASNET-AM. Such a
suspension may be made on the judgment of ASNET-AMs system administrators,
and service would be restored when the cause of the degradation of service
to others had been removed.

4.3 Where violation of these conditions is illegal or unlawful, or results
in loss or damage for ASNET-AM or the resources of third parties accessible
via the ASNET-AM, the matter may be referred for legal action by ASNET-AM,
according to the Armenian legislation, for adjudging of damages.

4.4 It is preferable misuse to be prevented by a combination of responsible
attitudes to the use of ASNET-AM resources on the part of users and
appropriate disciplinary measures taken by their Organizations.


5. Closing remarks

5.1 This AUP is to be regularly reviewed (if possible, annually) by ASNET-AM
Administration and to be updated in accordance with any eventual changes in
the circumstances. Current version of this AUP will be available at
http://www.asnet.am/aup

5.2 Changes to the text of the AUP may also be discussed and approved during
Annual report meeting of ASNET-AM.
